That's correct, students normally sit with their jackets on during class. All student do get access to lockers in the hallways but nowadays they seem less used. One reason is probably the slightly chilled temperature in the classrooms. Another reason might be for having somewhere to put their mobil phones, wallets etc...
On the last picture in your blog, we talked about the maintenance of the schools. But the indoor temperature also seems to be something that you hold back on in the public schools. In my workplace, which is a school resturant belonging to a public school, it is always cold. We may have fleccetröjor on us when we are cooking.
